Marcin Skromak graduated from the Faculty of Law and Administration of the University of Gdańsk. Initially, he operated as a sole practitioner and then, since 2008, as a Partner of our Law Firm and since 2014 as Chief Managing Partner.
The primary areas of his expertise include providing legal consultancy at any stage of complex infrastructure and IT projects as well as projects co-financed from EU funds, investment-related disputes, and Environmental Protection and Waste laws. Marcin Skromak has broad professional experience in serving Clients from the public sector. He is a member of the Association of Consulting Engineers and Surveyors (SIDIR). He speaks fluent English and Spanish.
The course of his professional career included, amongst others:
- more than four years of experience as a legal consultant for the Environmental Protection Department of one of the Marshall’s Offices,
- performing the function of an arbiter (according to FIDIC ) many times in regard to infrastructure and waste disposal projects,
- providing legal advice for a project involving the construction of a multisensor maritime traffic surveillance system in the Bay of Gdańsk, co-financed by the World Bank,
- egal representation of a Polish maritime administration organ in administrative courts, in regard to s/s Rotterdam,
- multiple legal representation before Groups of Arbiters, and then before the National Board of Asppeal and regional courts,
- providing legal advice in regard to the fulfilment of a contract for the Conversion of the Main Breakwater in Gdynia; the total value of the contract was greater than PLN 140 million; the contracts were based on the Red Book of FIDIC; the performance of the contract was stopped during the course of the project and the works were completed by another contractor,
- providing legal advice in regard to “the armouring of the section of the Baltic Sea shoreline, which is under the administration of the Maritime Office in Gdynia”; the value of the contract exceeded PLN 60 million,
- providing legal advice for the project entitled “The Upgrading of the Entrance to the Inner Port in Gdańsk – the Conversion of the Eastern Breakwater”, “The Upgrading of the Entrance to the Inner Port in Gdańsk – the Conversion of the Waterway Along Martwa Wisła (Dead Vistula) and Motława river; The Conversion of the Entrance to the Port of Elbląg; Port Północy (Northern Harbour) – the Upgrading of the Approach Channel and the Island Breakwater”,
- providing legal advice for the project entitled “The Upgrading of the Entrance to the Inner Port in Gdańsk – Stage II – the Conversion of the Waterway Along Martwa Wisła (Dead Vistula) and Motława river”; the value of the contract was greater than PLN 160 million,
- providing legal advice for the project „The System of Disposal of Waste in Olsztyn. The Construction of the Municipal Waste Disposal Plant”; so called large-size EU project worth over Euro 50 million,
- providing legal advice for the project “The National Maritime Safety System – Stage IIA” consisting of the construction of a computer communication bus along the coastline of the Republic of Poland,
- providing legal advice for the project involving the construction of a multisensor maritime traffic surveillance system along the entire Polish coastline – The National Maritime Safety System – Stage I,
- providing legal advice for the project entitled “ The Upgrade and Development of the Integrated System of Public Transport in Olsztyn” involving, amongst others, of the construction of a traffic management system and the introduction of the tram transport system in Olsztyn,
- providing legal advice to a public finance sector unit for the purchase of a real estate property where the value was greater than PLN 150 million,
- providing legal advice for a project of construction of coastline armouring structures in the Oksywie area,
- providing legal advice to a leading European construction company in regard to the tendering procedures for hydro engineering contracts.
